L4458 ADVERTISEMENT FOR BIDS Sealed proposals from Pre-Qualified General Contractors will be received by the Opelika City Schools Board of Education in the Conference Room at the Board Office located at 300 Simmons Street, Opelika, AL 36803, until 2:00 P.M. CT, Thursday, December 2, 2021, for A New Support Building for the Opelika City Schools Board of Education for the benefit of Opelika City Schools Board of Education at which time and place they will be publicly opened and read aloud. Bidders will have until 4:30 P.M. CT to turn in, i.e., email to dpayne@paynearch.com or deliver, the Attachment "A" to Proposal Form (List of Subcontractors and Suppliers) to the Architect's office. Proposals (Bids) must be submitted on the Proposal Form (or copies thereof) included in the Project Manual. Proposals shall be clearly identified on the exterior of the envelope with bidder's name, address, license number, licensure classification, the name of the project being bid, and the time and place of the bid opening. All proposals received after 2:00 P.M. CT on the bid date will be returned unopened. The scope of the work includes the construction of a new 2,736 square foot New Support Building for the Opelika City Schools Board of Education to be located on the existing Opelika City Schools Board of Education property located at 300 Simmons Street, Opelika, Alabama. The Contractor has until five (5) months after the Date of Commencement to achieve the substantial completion of the building and gravel paving. Sales Tax Savings are applicable for this project. A cashier's check or bid bond payable to the Opelika City Schools Board of Education in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. Drawings and Specifications may be examined at the office of the Superintendent, Opelika City Schools Board of Education, and at the Office of the Architect, 1 Court Square, Suite 322, Montgomery, Alabama. Bid Documents may be obtained from the Architect, hereinafter known as the "Owner's agent", upon deposit of $125.00 per set, which will be refunded in full on the first hard copy set issued to each general contract bidder submitting a bonafide bid, upon return of documents in good condition within ten days of bid date. Other hard copy sets for general contractors, and sets for subcontractors and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling, and distribution. A pdf set of the Contract Documents may be obtained through the Architect for a one-time non-refundable cost of $100.00. Each bidder shall include with their request their mailing address, shipping address, phone number, and e-mail address. Only general contractors who have been approved to bid pursuant to prequalification procedures and criteria established by the Owner will be eligible to bid for the Project. Written prequalification procedures and criteria are available for review at the office of the Superintendent or the Architect. All General Contractors interested in bidding this project should immediately make their interest known to the Owner's agent, Payne Design Group Architects. In order to be approved as a bidder for this project the bidder must have: 1) proven to be a responsible and competent General Contractor on any previous project(s) completed for Opelika City Schools Board of Education. All bidders must be licensed by the State of Alabama Licensing Board for General Contractors under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. If the General Contractor's license number and licensure classification are not clearly shown on the outside of the sealed envelope in which the proposal is delivered, the bid will neither be received or considered by the Owner or his agent. No bid may be withdrawn for a period of thirty (30) days after the bid date. The Owner reserves the right to reject any or all bids and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted.
