The City of Opelika is pleased to announce the appointment of Courtney Ross as its new purchasing/revenue manager, effective July 15, 2026.
Ross brings more than eight years of public-sector experience in purchasing, revenue administration, collections, vendor management, contract compliance and process improvement. She has served as Opelika’s assistant purchasing/revenue manager since October 2024, helping establish and oversee purchasing and revenue procedures, coordinate contract-award documentation, manage purchase-order authorization and supervise revenue operations.
As purchasing/revenue manager, Ross will oversee the city’s procurement and revenue functions, including purchasing procedures, vendor and contract compliance, licensing and tax-payment processing, revenue reporting and departmental operations.
“Courtney’s knowledge of our purchasing and revenue functions, combined with her commitment to accuracy, efficiency and public service, makes her an excellent choice for this position,” said Mayor Eddie Smith. “Her experience and leadership will help us continue providing responsive, responsible service to residents, businesses and city departments.”
Before returning to the City of Opelika, Ross served nearly four years as a revenue officer for the City of Auburn. In that role, she conducted revenue and collections research, reconciled accounts, prepared monthly billings and handled collections involving licenses, taxes and other city receivables. She also implemented a streamlined tax-reporting process that reduced turnaround time by 50 percent.
Ross began her municipal government career with the City of Opelika in 2018 as a revenue assistant. Her responsibilities included assisting taxpayers with licensing and tax requirements, auditing monthly sales-tax reports, processing revenue reports and supporting Purchasing Department activities such as entering purchase orders and documenting bids.

Ross earned a Bachelor of Science in interdisciplinary studies from Troy University and an Associate of Science in applied sciences from Southern Union State Community College.
